She has 14 years of professional experience in international education both in the private and public sector in France and Colombia. She has participated in the design and coordination of international academic mobility and research projects. At her previous position at the Office of International Relations at Universidad del Rosario in Bogota, she contributed to foster scientific collaborations between Colombian faculty members and international peers in Latin America, Europe and North America. She also helped boost the participation of university students to different kinds of scholarships and study abroad opportunities.

Peter Liao, Consulate of Canada in Chongqing, China
Dr. Peter Liao is the Education Trade Commissioner at the Consulate General of Canada in Chongqing, China. He joined the Canadian Trade Commissioner Service in 1998 and has been responsible for Canada’s education marketing program in Southwest China consecutively since then. In addition to education marketing, Dr. Liao also served for almost 15 years at the Consulate General as the Trade Commissioner leading on several priority sectors of the Consulate General’s trade program, including ICT, Life Sciences and Transportation. Dr. Liao’s service to Canada was recognized as a recipient of several awards from Canada, including the Minister of International Trade Citation for International Commerce, the Public Service Award of Excellence and a Merit Award.
Veronica Soto, Consulate of Canada in Guadalajara, Mexico
Veronica Soto joined the Consulate of Canada in Guadalajara in 2003 and has been responsible for the education sector for the past eight years. She has led some successful education trade missions to Canada and assisted an important number of visits from Canadian education institutions to Western Mexico.
She worked at the Jalisco Ministry of Education, where she was responsible for Asia and North America relations. She also worked at the prestigious public Universidad de Guadalajara, where she was the executive assistant of the Dean for the Faculty of Arts, Architecture and Design. Ms. Soto also served the Jalisco office of the federal Ministry of Foreign Affairs (SRE), where she was the coordinator for external business promotion.
Veronica holds a bachelor degree in international affairs by the University of Guadalajara, a master degree in development and international cooperation by the University Complutense in Madrid, Spain and a diploma in leadership by the ITESO University.
Liliana Zhylina, Embassy of Canada in Kyiv, Ukraine
Ms. Liliana Zhylina, Trade Commissioner, covers the education sector at the Embassy of Canada to Ukraine. Liliana advises Canadian educational institutions on the best student recruitment practices, commercial opportunities and institutional partnerships to be pursued in the Ukrainian market. Apart from the education sector, Liliana oversees agriculture and fish and seafood which allows her to identify cross-sector opportunities and foster cross-sector initiatives. Liliana holds Master`s Degree in English Language and Literature and speaks four languages: English, French, Ukrainian and Russian. Prior to joining the Trade Commissioner Service, she had worked for an international non-profit organization and a multinational professional services firm.

Joseph Tadros holds a Bachelor of Science in Architecture, Master in International Business Administration and is a certified international trade professional (CITP). He brings thirty five years of experience as Trade Commissioner in advancing Canada’s economic interests and developing trade relations between Egypt and Canada. He covers a wide range of industries and related services supporting Canadian exports in education, infrastructure, construction, energy, oil, gas and mining, defense, aerospace, and information and communication technologies. telecommunication, mining and education. Prior to joining the Government of Canada, he worked as designer architect for several engineering firms.
His efforts in advocating for Canada, assisting clients in overcoming business challenges and achieving targets were recognized by receiving the Minister of Commerce and International Trade Citation for Exceptional Services; the Deputy Minister for Foreign Affairs and International Trade for outstanding performance and recently the Ambassador of Canada’s Award for outstanding services to the Embassy of Canada in Egypt.
